i am in favor of the NFL losing the "half the distance to the goal line" rule. i say: march off the penalty. if it winds up in the endzone, award a safety to the other team.
I don't know, a safety for a false start on the 4 yd line seems too punitive to me. What if the non-penalized team could defer the yardage to be penalized on the other team for up to 3 plays?
instead of 1/2 the distance to the goal, why not "one ball length away from the goal line". I think this is a better compromise. I concur that a safety for a false start would be too severe.

what if it just for a personal foul?
